Stephen Lee, Senior Consultant at Kaiser Permanente

Stephen is an emerging leader, bringing strategic and information systems expertise in biotech and healthcare as a senior business consultant for Kaiser Permanente since 2013. He attended UCLA where he obtained his M.P.H. in Health Policy and Management in 2014. During this time, he received the UCLA Fielding Department of Health Policy and Management Leadership Grant and the distinction of the California Wellness Foundation Fellow. In his most recent work, Stephen has developed and led the implementation of the California End of Life Option Act for the Kaiser Permanente Southern California region. He has also led multiple initiatives in end stage renal disease, hospice, surgical specialties, and hematologic malignancies as lead analyst for the Regional Tertiary and Specialty Services Committee.

Stephen's current portfolio includes developing strategic initiatives designed on streamlining physician and medical group quality processes, where he continues to grow in his broad experience in project management, application development, systems integration, and clinical management. He finds the most meaning around motivating and directing qualified, high performing professionals and dedicating himself to work efforts focused on aligning organizational business initiatives and strategies with new and emerging technologies. His interests include applying leadership, strategy, and transformation principles towards increasing healthcare quality, affordability, and accessibility for all.


William W. Feaster, MD, MBA, CHCIO-eligible, CHIO at Children’s Hospital of Orange County

Dr. Feaster is Chief Health Information Officer at Children’s Hospital of Orange County (CHOC). He came to CHOC in 2012 as CMIO. In this role, he has guided the implementation of a fully integrated EMR for both the inpatient and outpatient clinics at CHOC. As a result, CHOC is both MU Stage 2 and 3 ready and the organization was recently recertified as a HIMSS Stage 7 EMRAM hospital. CHOC additionally was awarded the Nicholas E Davies Award of Excellence in 2016 for utilizing health information technology to improve healthcare outcomes.

Dr. Feaster has been involved in Information Technology for over forty years and has helped several hospitals where he’s worked implement information systems. Dr. Feaster received his MBA in 1993 and has held several administrative positions including Medical Director of Women’s and Children’s Services at Sutter Health in Sacramento, Sr. VP, CMO and CIO, Community Medical Centers in Fresno, and VP of Ambulatory Services and Executive Director of the Pediatric/OB Faculty Practice at Lucile Packard Children’s Hospital.

During his clinical career, Dr. Feaster maintained busy practices in Pediatric Critical Care and Pediatric Anesthesia. He is Board Certified in Pediatrics, Anesthesia and Clinical Informatics.

In his expanded role as CHIO, his focus has added designing and developing technology to support population health management, both for current and future at risk populations. He has also developed and manages both the analytics function as well as an active data science program for CHOC. He is very involved in the organization’s innovation programs and focus on applying artificial intelligence to healthcare.

Dr. Feaster is the honorary chair for the 5th Annual SoCal HIMSS Charity Golf Tournament.
